Flossie lived in numerous locations as a child. Her father followed the work wherever it was available. She graduated from Vidor High School. She later met and married Billie Dean Carter, who worked in the oil fields. They finally settled in Nederland, Texas with their four children.

Flossie was a good Christian, mother and wife who loved going to church and hearing good preaching and singing.
