I always enjoyed working with Cecil on the many rate cases Gulf States had in the '80's and early '90's. He was always even-keeled and unflappable and a true professional. He will be greatly missed.

Cecil was a very special man. I had the privilege of being his secretary at Gulf States until my retirement. He was the best boss anyone could ever have. He was a honest, gentle, fair, intelligent gentleman who loved his family. My condolences to his boys and all his family.

Cecil has been a family friend since our kids were on a swim team together years ago. His son Bob is still a good friend of our son Henry. We send our condolences to all the family. Cecil was a wonderful husband to my sister, a wonderful father to his sons and the best brother in law I could have asked for. He was one of the smartest, kindest people I have ever had the honor of knowing. I pray for peace for his sons and for comfort in their memories. Rest in peace Cecil, you will be greatly missed. Give Susan and William a hug from us I know they were waiting for you at the pearly gates.
